My suggestion would be to make your big circle, then your little circles exactly in the middle of the big one (use guides, they'll Snap to the middle of something if you turn it on). Make all the copies of the little one you need right on top of each other, then go through the layers and Move each one while holding Shift (which constrains Move to 45 degree angles). If you don't want that straigh compass feel, link the layers and rotate. You can see the rough effect of my method at www.kenwalter.net/thing.jpg
