I'm a little confused when you say you saved your project as a webpage, then opened it as an image. But I think I know your problem. It sounds like you may be adding the image to the Dreamweaver page using Insert > Image - which will get you nowhere in a hurry if you really want a menu there. What you need to do is create a table to hold your header and menu images, but use the images as backgrounds for the cells, rather than content. You can then add text in the cell, which will be displayed on top of the background.
