Method 2 is for those who for whatever reason don't have imageready, or just don't want to deal with it. Create two versions of your image, one normal and one rollover, and save them to separate files. Note that each button must be a separate image for this effect to work, the hotspot method will not work for rollovers. In your web page editor (Dreamweaver makes this so easy), selecy the area where you wish the rollover to appear, and choose Insert > Interactive Images > Rollover Image. Dreamweaver will prompt you to set images for the normal and rollover states, and even the link URL. Have fun!
