Not sure if i am allowed to comment but what i would do is make them a gif or even a png then make them transparent then merge them together then make them back to jpg, i dont know how to in photoshop but photoimpact it is as easy as right clicking on the image as a ufo file, i suppose it would be psd in PS then you get the option to make it as transparent from 0 to 100 %
