Hi rc_latha. I'm not really sure what the problem is here. I'll describe the whole process step by step: Open Photoshop. Click File > New. Press OK. Make a new layer (at the bottom of the Layers window, click the little icon that looks like a page with the corner folded in.) Choose the Selection Tool (the dotty rectangle). Draw a rectangle with this tool. Click the Paint Bucket. Click inside the area. Other than that, I have no idea what could be going wrong. Just make sure you're looking at the Layers window, and that you're clicking the correct "Create a new layer" icon.
