Hi Joseph. Make sure you're on a layer that can be textured (ie not a text layer.) Also, it's often better to use the Texture settings in the Blending Options. (Double-click the layer in the Layers list.) With these textures, you can turn them on or off at a later date, as they're not irreversibly mashed into your work.
