Vector graphics are no mere filter application. Vectors are time consuming pieces, frequently made to match photos, though this is not always the case. Creating vectors will require a significant amount of time and effort on your part, and probably quite a bit of learning. Many sites have tutorials on how to do various things in vector drawings. I recommend www.deviantart.com and www.tutorialized.com for a start.
