Hi David. There are lots of widely-available Javascript scripts that can do this. However, having things on your web page that follow the mouse cursor is one of the biggest mistakes you can make on a website. It's a bit like "blinking" (flashing) text. It's very annoying for the people who are visiting your site. I'd recommend putting your effort into making nice graphics for your site.
