Using Photoshop/'image Ready to create the whole webpage means you cannot change or update elements without redoing the whole page. Also the page will be one big image and maybe very slow to download, also some people load pages with images turned off for speed. Althought you would insert meta tags and keywords in Dreamweaver, Search engines will not your read text when its an image. By using a dedicated web editor like Dreamweaver you are allowing a flexible page where elements (text and images) can be changed or updated easily. Keep Photoshop for your image creation, use Dreamweaver if you want a properly working webpage. In answer to your question, yes you could be in for some problems.
